The Eleventh Public Meeting of the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces was held on Friday, January 25, 2019 in Arlington, VA.

Arlington, VA - The eleventh public meeting of the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces (“DAC-IPAD” or “the Committee”), was held on Friday, January 25, 2019, from 9:00 a.m. to 5:00 p.m., at the Doubletree by Hilton Crystal City, 300 Army Navy Drive, Monument View Room (14th Floor-North Tower), Arlington, Virginia.

The DAC-IPAD was established by the Secretary of Defense in February 2016, in accordance with section 546 of the National Defense Authorization Act for Fiscal Year 2015, as amended. The Committee is tasked to advise the Secretary of Defense on the investigation, prosecution, and defense of allegations of rape, forcible sodomy, sexual assault, and other sexual misconduct involving members of the Armed Forces based on its review of such cases on an ongoing basis.

The purpose of this meeting was to gather information for the Committee to make an assessment and recommendations to the Secretary of Defense regarding the effects of sexual assault investigations on accused Service members. The Committee also received two data presentations, one from its Data Working Group regarding sexual assault court-martial case adjudication data for fiscal years 2015–2017. The second data presentation provided by the Case Review Working Group regarded the statistical data collected during its review of a random sample of penetrative sexual assault investigative case files closed in fiscal year 2017. Finally, the Committee conducted deliberations on its draft 2019 annual report.
