The Second Public Meeting of the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces was held on April 28, 2017 in Arlington, VA.

Arlington, VA -The second public meeting of the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces (“DAC-IPAD” or “the Committee”) was held on Friday, April 28, 2017 from 10:00 a.m. to 5:15 p.m. at the One Liberty Center, 875 N. Randolph Street, Suite 1432, Arlington, Virginia 22203.

The Committee was established by the Secretary of Defense in February 2016 as required by section 546 of the National Defense Authorization Act for Fiscal Year 2015 and section 537 of the National Defense Authorization Act for Fiscal Year 2016. The Committee is tasked to advise the Secretary of Defense on the investigation, prosecution, and defense of allegations of rape, forcible sodomy, sexual assault, and other sexual misconduct involving members of the Armed Forces based on its review of such cases on an ongoing basis.

At this meeting the Committee received a presentation by members of the criminal law faculty from the U.S. Army Judge Advocate General's Law Center and School on the mechanics of a military sexual assault case.  Next, the Committee received a briefing by Committee member Dr. Cassia Spohn on her military sexual assault case adjudication data analysis, followed by a presentation by Dr. Nathan Galbreath on the sexual assault data collection and policy role of the Department of Defense Sexual Assault Prevention and Response Office.  For the last session, the Committee discussed its strategic plan and next steps.
